The preferred alternative is proposed to be constructed in two phases.
Phase I consists of making necessary crossing safety improvements to the majority of the public crossings beginning at the Andre Avenue crossing (southern project limit) and progressing north up to and including the Railroad Avenue crossing.
Phase II construction makes the necessary crossing safety improvements to the private crossings north of the Railroad Avenue crossing, beginning at the Kay Fries Drive crossing and going north to the Maintenance Road North crossing.
