Rockland County in response to public concern
over the increasing noise from trains blowing
their whistles at each of the railroad crossings has initiated this project to quiet these trains horns and improve the safety and quality of life for the residents of the County. 

This project has been in the planning stages since early in 2002 and has acquired Federal funding for the planning, design and construction of the necessary improvements to allow establishment of a quiet zone. 

The following key milestone dates in the projects development over the past several years:

Sept. 2002:

County completes a railroad Crossing Safety and Train Whistle Study for the West Shore River Line.

2003 to 2005:

County applies for Federal transportation funds for Supplemental Safety Measures (SSMs).

June 2005:    

The Federal Railroad Administration passed a Quiet Zone Rule allowing communities to move forward in establishing Quiet Zones.

Aug. 2005

The SAFETEA-LU transportation bill approves $3.68 million for Rockland County Quiet Zones.

June 2006

County places Quiet Zone project on the Transportation Improvement Plan (TIP).

Sept. 2007: 

NYSDOT executes Federal Aid agreement for preliminary engineering phase.
